Just in case it wasn't clear last part was mostly a joke, although I do think having a place for offtopic discussions or limiting those discussions to PMs would be a good idea, mostly the latter when it's something like MHA waifu discussions that not many people care about (however I will admit if it had been something like possible pairings in One Piece or about the Latin American dub industry I would have been going as much as those guys, every person has some niche theme that they love going on and on about).
