Non-employees are not allowed on Sentai property, Vic is not currently employed/contracted by Sentai, ie. Vic is not allowed on Sentai property. It's TECHNICALLY true, while also being intentionally misleading. (it's possible they've told Vic to stay away for a number of various reasons, but just saying even if not it's easy to make up an explanation for the previous statement)
This is from April of 2017. I didn't realize Vic ever did any work for Sentai. Sounds like he just did some small parts. Since he was in LA at the time, he probably just recorded them at his home studio and sent them in.
