Probably because Velma was never meant to be a Scooby Doo project. It had the license hastily slapped on because studios will not fund original IP. More than likely, it was just a cartoon Mindy Project where Kaling plays herself, a struggling Indian-American women who had to confront the sexism and racism of her “progressive” industry.
