Been watching Batman: TAS and was shocked by how good the Two Face two-parter is. For one, it's better than any Nolan Batman movie, fite me and two, Boomers and older generations really gave children more credit than we do today. They kept the story simple, but they weren't shy about showing dark characterization like Two-Face's descent into madness. Now? Cartoons come in two flavors, so adult that you can't show them to kids or so dumb it's outright patronizing to its audience. I guess Avatar is the exception, but it isn't the rule like it was with 90s cartoons.
One thing I loved was how they started Harvey out as a minor supporting character for an episode or two before putting him in the two-parter. That way, those that know nothing about the character will build a connection and be surprised when his fall happens. Those that know about Two-Face will have something to look forward to.

This was originally supposed to happen when Burton was set as director for the third Batman movie, but when Returns didn't become much of a success WB had hoped for, Burton was only subjected as a producer and the script had to be rewritten. Plus, when Schumacher was brought up as director, it was fast tracked just for the Summer 1995 release deadline along with its reivsed script, which explains the awkward continuity between the 1989 movie and Forever.
I don’t think this is entirely accurate. The movie did fine, the issue was WB marketing and merchandise. Tim Burton went darker with Returns, having Penguin bite people’s noses off and so forth. This culminated in complaints from parents who took their kids to the film as it was too scary for them. WB made the movie seem like a children’s film thanks to the McDonald’s partnerships and general merchandise. After the complaints funneled in, WB forced Batman to be lighter as to not displease parent groups at the time, which were a huge problem and cause of censorship for many shows and movies. The change was less due to a lack of success and more so based on pressure from religious/parent groups. Batman TAS went through similar hoops, but I remember it being said that WB’s product supervision was so brain dead that they could be distracted whenever the bad stuff came up and completely miss it.
