The pilot of a 2000's inspired show (it feels nickelodeon inspired) was uploaded to youtube 2 days ago.

It seems alright, its better then most of the trannimations that get pumped out. I don't know much about the creator.

Feels a bit off but I guess that's to be expected. Are the human characters references to Close Enough?

The audio sounds really weird for some reason too. So odd.

This is so low budget it's actually kind of funny. Reminds me of those shorts they used to make for Youtube and the like.

It was from a cbs special called the fantastic funnies, hosted by loni anderson (wkrp in cincinatti) and was animated by mendleson/melendez productions (the studio behind the peanuts specials and the early garfield specials)
 
Well that's because it is a bunch of strips animated.
There seems to be a pattern that media -- especially Western cartoons -- goes through: that awkward early time when things are still being worked out, and the peak. Then, if it keeps going long enough: the decline, and then the "crappingly new", especially if that is still going in Current Year. For example, The Simpsons and the Garfield comics.
