The colour palette is pleasing, but the design is too busy and needs to be toned down. The silhouette in the middle can't even be read, it just looks like a blob of confusing colour and shapes. Just taking off the coat-cape thing will help a lot.

Triangle Strategy has pretty nice art, but the design philosophy around every one of the villains is "draw me someone who rapes kittens"

The two in red look like Castlevania characters, I like them.
The biggest crime of the rest is that they aren't memorable looking at all.

The problem is more in how cartoonishly evil they look, which is really off putting when the regular character designs are relatively standard.

Not a bad design but Dragon Quest IV has one of the most forgettable and boring monsters in the series:
Which were so generic and forgettable the programmers forgot to code it in properly and it doesn't appear where it is supposed to go
