What are you supposed to do if the prosecutor won’t prosecute a crime?

Let’s say someone gets assaulted. They ask the responding police to press charges and for whatever reason the police decide not to forward these charges or the prosecutor doesn’t file. In this case there’s video evidence of the assault and it’s clear as day. The victim is claiming that the prosecutor and the local PD are purposefully denying the victim access to justice because of personal disagreements.
 
There are levels of court. If the county won't prosecute, try to take it to the state level.

Or contact the local media and make a big stink about it until somebody does something about it.
 
Make a big social media or journo type stink about it. If it's not a case it's not a problem, right? What are they going to do, go for defamation? Drag the victims ass to court like the victim wanted in the first place AND with with video evidence available to the victim?

Sounds like they want your case done away with quietly so employ the fog horns.
 
Mitigating circumstances probably - like the victim is baiting the instigator etc. You'll need to provide more information.
