Well, imagine if Judge Dredd was fat and useless.

Basically, if Chris was actually given the authority to enforce the law, I don't doubt that he'd be exactly as authoritarian and fascist as he thinks real police are. Except he wouldn't be very good at it, no one would respect him and he'd be too lazy to pursue anyone.
