What is good "lore"? - Yay or nay to massive lore dump books?

When your universe is expanded beyond belief, given fleshed out worlds and scenarios beyond whats shown in the source material

Example of good lore: Dofus and Wakfu since literally everything is fleshed out in that universe, shit I prefer the lore over the games they're based on

I’d like to know more about the setting of the book. It’s extremely vague to the point where detractors describe it as a fascist warmongering dystopia without any evidence. For the time it was written (1959) it was extremely progressive in terms of representing people of color, women, and persons with disabilities serving.

Unfortunately, Heinlein is dead and can’t tell us more.
 
Good: Describes how the world works and why things are happening. (LoTR, Dune)
Bad: Lore that's swallowed up by the main plot (Overwatch, Avatar: The Last Airbender (esp Korra), Steven Universe).
Atrocious: Inventing lore as an excuse to make other people invent lore for you, adding nothing past the original concept, then reposting the lore to continue this process while presenting it as your own work.
