Mega Man 4 is an extremely good game. It didn’t have the awkward sliding jump in Mega Man 6, you could charge your shot while slding unlike Mega Man 5, it wasn’t as laggy as Mega Man 3, and it had better well-rounded weapons and gameplay compared to other games in the franchise and in the genre in general.
 
From an objective stance, probably Doom. It runs on basically anything, it's fun, it has basically infinite content if you include mods.
 
But the best game of all time and the most beginner friendly are in many cases going to lie on opposite ends of the spectrum.
Yeah. If the criteria is "what's a video game you can throw at someone who doesn't play video games" then it'd probably be Stardew Valley.

It's accessible and relaxing, but then also you can be completely insane like me and try to speedrun perfection so there's depth to it.
 
I've had a lot of fun recently playing Rimworld, I've enjoyed that game more than others I've played so I'd say it's pretty good.

Fallout: New Vegas, Grand Theft Auto: San Andreas, Oldschool RuneScape, Hitman: Blood Money, Deus Ex 1, Dead Rising 1, Rimworld, Factorio, Hotline Miami (1 & 2). Just some of my fav games of all time that I consider to be the best.
 
Deus Ex. It managed to merge two extremely disparate genres (FPS and RPG) in a way that was significantly more successful (imo) than System Shock 2. The writing is intelligent and probably FAR more topical nowadays. The game respects the player's intelligence by letting them choose their prefered approach to complete missions.

By the time I hit Hong Kong in my 1st playthrough, I knew I was playing something special. And the way my prefered ending has changed over time as my understanding of politics, philosophy, and human nature increased shows the depth of the final choice.

Anyone who's never played it should immediately get a copy and play. And yeah, I know, the first mission isn't great but don't worry, it's the game's lowest point.
 
Well, this is obvious: it has to be Age of Empires II: Age of Kings. It was so perfectly balanced for a real-time strategy game, that despite coming out way back in 1999, it is very possibly more popular today than when it was brand new. I can't think of any other game that has been played so consistently over more than twenty years, or that still routinely gets major official expansion packs every other year.

There's a whole global tournament community built around Age of Kings, with corporate sponsors, actual prize money, and multiple Youtube channels dedicated purely to just commentating on players' games. The upcoming Red Bull Wololo: Legacy 2022 Age of Empires II tournament has a grand prize of $200,000, and another six official tournaments scheduled just this year have prizes of $10,000 or more.

Not bad for a 23 year old game.
 
Shenmue is a game that I really truly wanted to like but I just couldnt.

Got a ton of other games that I either fell for the hype and/or still put tons of hours on it because it was still fun, but they werent truly great games that broke new ground so I wont mention them.

Example: Spore, Deus Ex HR, Cities Skylines, etc

Any good mod list for DX? also does it run well in win10 or I need to set up a VM with 98?

Let me explain... A complete game is a game with no missing pieces. There is nothing to add and nothing to remove, no rough surfaces or sharp corners, changing anything makes it worse because it is perfect. WR64 isn't that, I'd say it is 5/6ths there but it is the closest thing we have.
Any kind of game in any genre could conceivably be 'complete' and therefore perfect, so there is no bias here, it's just that certain games or genres are infinitely more difficult to get close to true perfection. Even the best RPGs needs 1200 mods according to hardcore fans with thousands of hours played, and they will complain endlessly about the beginning/middle/end of the game so how good can that game even be? WR64 needs nothing.

There you have it, Wave Race 64 is the best video game ever made. It is not my favorite video game but I can't argue with the science.

On a Rail exists. Also, Xen is even worse than driving sections, it's platforming with slippery controls and a frustrating jump pack.

Anyways, I've never been able to answer this question. There's quite a few games I could list as being some of my favorites, but to objectively rank them and say "this is the best game of all time" is just impossible. I could list all the games I replay constantly, but replayable is different from being perfectly designed.

I'm probably just bad at it, but Wave Race 64 controls are chaos. That's probably awful for someone's first game.
