Personally I think it is around 75. Just at the point where one is too stupid to commit crimes
 
It's directly proportional to the number of FaceBook 'likes' he receives. As such, it seems to be progressively diminishing.
 
A lot of people are giving funny answers, but realistically I'd guess that it's anywhere from 80 to 89. That'd put him at "low average" on the Wechsler scale and that sounds about right for Phil. He's stupid, but his stupidity seems to stem from arrogance and overconfidence rather than an actual intellectual impairment.
 
I think around average. If you measured IQ by adapting to your environment, though, he'd be in the low 60s. Not many people are as fucking retarded as Phil is that way.
 
I'm pretty sure that pigs are actually quite a bit smarter than say, cats or dogs. They can perform more complex tricks and are known to be quite companionable when kept as pets.
I dunno who taught this one to use a smartphone, but that must have taken some doing.

60 is about right. Hes ridiculousy stupid.
 
Chris an Phil have roughly the same IQ around 80 - 85, not enough to be "legally" cognitively impaired the only reason Phil is slightly more able than Chris in some regards anyway is because OPL has a bunch of other problems even he's not aware of, Phil's just a idiot with a malicious streak (an a even bigger yellow one) to his personality and a massive chip on his shoulder.
 
While Phil is dumb, I don't think most of his problems stem from him being autistic or borderline retarded (unlike Chris), they seem to have more to do with the fact that he's an extremely selfish, delusional, attention starved asshole.

Phil is at least capable of writing like someone of his biological age (all edginess and bullshit aside) and manipulate people (to a degree), both being skills Chris and many other autistic lolcows lack. That being said, he's still a pretty stupid motherfucker who prioritizes getting shitty tattoos over having a roof over his head.
 
Phil can read and write and sort of speak (like an retard). So probably around 75 on a good day?

Keep in mind that at 70 he's legally retarded.

If he actually was at 70, I bet her be getting a lot more special services than he seems to get right now.
