The best kinda system is one that can adapt and Heinlein's system is fullproof.

Heinlein described a situation where Earth was contributing less and less soldiers and becoming overly bureaucratic while the colony planets were contributing the a very high % of soldiers to the war effort and becoming more important to the economy.

Heinlein's system basically allows for the transfer of power from one place to another peacefully. The colonial planets will likely end up with more citizens and more representation to match. The go-getters who would have went on and formed their own planet countries American revolution style have no need to do so and this allows humanity to put up a united front against the bugs.
