What kind of dog should I get when I move out?

If you're really fixated on small dogs, look into something like jack russell or foxie crossbreeds.

Just visit your local shelter and adopt one. Personality of the dog is more important than breed and you'll be saving a dog's life. Also, mixed dogs are hardier than purebreds. Keep in mind though that a lot of dogs in shelters are Pitbull or Staffy mixes and not all apartment buildings, townhouses etc. allow them, even though they are lovely and sweet dogs.

Yea Mongrels are the way to go if you want a dog with less problems from a health standpoint and they are normally far more intelligent than thoroughbreds, and you can get them in a really nice mix of sizes too.

I grew up with purebred JRTs and I've seen them kill chickens, cats, opossums, even go after full sized deer and turkeys. They're energetic and can be a lot of fun but it's not a good idea to cohabitate one with a cat.

I agree but I think that might be a malinois, who are usually chosen specifically because they are smaller than GSDs and can be carried by a fit person much more easily. Could be wrong though!

Mutts are always an option, but I also want to look into purebreeds as well.

I know that cataracts and other eye problems occur later in life in both dogs and cats, so I'm not too worried about that.

I mostly just want the option of looking into a breed that isn't too big on hunting (because my cat has awful anxiety and I don't want her acting like prey/the dog getting the idea to hunt her) and doesn't have any life threatening health issues. I learned this after our first cat, which was a purebred ragdoll and died when she was only 6 years old of a congenital heart defect.

My parents had a Wheaten Terrier and she was a nice dog. They're going to be really expensive because they are meant for people with allergies (they produce much less of the allergen protein than usual), but she didn't really have any health problems, they're a good size for smaller dwellings, and they were bred for vermin hunting as opposed to larger animals (like cats).
Any kind of dog that was bred to hunt vermin might be a better option that larger dogs that are meant to hunt rabbits, foxes, etc. Since the cat might be too big for it to consider "prey".

I assume you meant as a breed? I think german shepherds would object to being put in bread >.>

I would imagine a small or mid-sized dog could work. I would recommend getting a chihuahua, but my youngest one was very wild growing up, so I'm not sure if that breed would be the best fit for your cat.

Definitely a Malinois, the coat is too short for a German Shepherd, and the fur on the body is a little darker than a German Shepherd's tends to be. See:

As for OP, I would suggest something like a Cavalier King Charles Spaniel or a Yorkshire Terrier, maybe a toy poodle, or, as people have suggested, as small mixed. Honestly, while that comment up top was a pisstake, that website I linked looks pretty helpful from what I've seen of it so I'd give it a whirl if I were you.
