What would the USA have looked like if every social issue was actually decided based on a referendum?

I heard that interracial marriage didn't get majority support until the 90s, so in our imaginary scenario, would interracial marriage have remained illegal till the 90s?
 
It would have remained illegal forever, because it only became popular due to it being legal for so long.
 
I really don't think anything would change. Why would the people that elected the same politicians over and over make better decisions voting on the issues themselves?

We did get one fairly recent policy through popular referendum - Prohibition. That one was brilliant.

Tbh a lot of libs get there adjenda done in red states by refordem. ( Look at voters in red states on abortion). Back in the day It would of made the country more conservative but today the opposite. What made things slowly go to shit was allowing woman to vote.
