What would we do if we had to admit that horses were actually as smart as us?

If horses were actually as smart as us humans, capable of talking and expressing their hopes and fears to us? Would we have to give them rights? They don't have hands and aren't capable of building anything or forming a useful society on their own, and they would surely demand a lot of land to live on. But we're civilized and cannot continue owning them as pets, right? So what would we have to do? Would we give them reservations to live on or let them roam around on state parks perhaps? We wouldn't really share our world with them as equals, would we? And if they are intelligent beings like us, would we allow people to love and date horses? Would we have to worry about white women being stolen by horses with their giant horse penises? Or would we go low and continue to keep them as slaves? What would we do?

I imagine we'd treat them like chimpanzees and other primate cousins. That is, murder 90% of the population and then keep the remaining 10% in reservations or laboratories. We don't need them as we did in the 1800s as pack animals nor are they a threat because the lack of opposable digits means they can't use any of our powerful technologies like guns. If they do start getting uppity and demanding rights in either peaceful or violent means then a majority of the nations on Earth would have little qualm making them extinct like we did Neantherdals. People already torture monkeys for fun, imagine the amount of vitriol for something that doesn't even look remotely like a human and is already eaten in many parts of the world.

Honestly, this question would be a lot more interesting if something like Octopuses were hyper-intelligent since they could build their civilization underwater, a place people haven't already settled nor can easily access. It also helps that they have eight arms that can actually grab things to operate heavy machinery.
