What's the difference between an "expansion pack" and DLC?

Expansion packs came in a box. Downloadable content sometimes comes in a box with no physical media but that should be illegal.

It's still Bad Company 2 but in Vietnam. Moreover, new weapons, maps and UI exclusive to that map pack. It's slightly different from the base game than just another map.

DLC would be new maps but the game still functions the same as before.

Like I and others have said. Expansion packs basically make you want to play the game again because it offers a different experience. DLC typically never does that.

Define DLC in that regard. I assume you're thinking weapons, skins, maps. Basic stuff that doesn't drastically change the game.

Pretty much just that plus, as I said, maybe a new character to play as or a new campaign, mission, quests to do. Take for example the last BioShock Infinite DLC, arguably the only good DLC to that game. All it was was a new storyline, but this time you play as Elizabeth only for that storyline, not the rest of the game. Hence, it doesn't change the way the rest of the game could be played.
