Consoles used to have a purpose. It was the manufacturer's job to hunt for all these computer components that could do more for less money, then put it all together through nothing short of the power of a sizable team of skilled engineers. Now any idiot can do that, not even counting Newegg, you can just call up some Chinese sweatshop and ask for a console and they'll shit one out for you in a few weeks. No reason to hunt for high-performance cheap chips and capacitors when starving Chinese kids strip those out of discarded electronics for next to nothing. Now you don't even have to make the software, even that exists as cheapo, poorly-designed off-the-shelf solutions. And when you're OUYA or Valve and don't feel like putting much money into your scam revolutionary product, then just go ahead and slap Linux with a shitty GTK theme over it. And, honestly, are they putting that much of a monetary investment into this thing when there's not even any market assurance that it'll sell? Why spend a few extra bucks on designing the hardware and software to be just a bit more custom when they can spend it making the next generic Sonic game?
That's the issue with these new consoles not from the Big Three, either they don't have the money, or they don't want to spend the money, and either way, it's just another drop of piss in the bottomless bucket of Android/Linux consoles that do little and accomplish nothing. Even when Sony cheaped out and made the PS4 just a PC, they used custom, high-end components and a custom BSD kernel modded to hell. You won't see that anywhere else. You definitely won't see that here.
