She's from a Shintaro Kago manga called Paranoia Street. It's a detective parody where every town has some wacky and macabre theme and they go there to solve a mystery only to be hampered by weird local rules and customs. Like everyone and everything connected by pipes, everyone hangs upsidedown, everyone glues themselves to their family, everyone is obsessed with following signs, keeping time, performing surgeries ect...

She is Kuroda's sidekick and absolutely useless. I can't seem to remember her name though as she isn't named for several chapters and it is hardly mentioned after that.

The gloop gloop sound effect just amused me for some reason.
