It's just Ken Sugimori's artwork of a GEN6 pokemon, Espurr. That little fella is just too cute, and he has that funny look in his eyes, as though he's seen something intensely disturbing. And he's a cat, too! (Although he doesn't look much like one.) I adore cats.

Incidentally, Espurr's pokedex entry classifies them as "restraint pokemon", which is interesting. Self-restraint seems very useful in real life. Espurr exercise restraint by keeping their ears folded shut, lest the psychic energy accumulated in their heads leak out and accidentally cause damage to someone or something. That doesn't sound very healthy, to keep it all bottled up inside like that, but I guess it's just a game.
