It's Mieu from Phantasy Star 3. She's a robot girl. while the characters in game had little personality save for a few key scenes, the character creator Toyo Ozaki had some supplemental material that did give them more development. She was also fond of drawing Mieu in various outfits. If you are interested there's a manga she did where the princes from different character routes get stuck in limbo together and you get to see what they were intended to be like. There's also a lot of artwork that was done showing what other characters were supposed to be like.

I had to size it down a bit to use it. But it's Elena from Final Fantasy 7. I found it on some Japanese site that had a bunch of little chibi icons of things. I don't remember which one it was. I tend to not bookmark stuff. I just remember URL's enough for the auto fill to take care of the rest. I need to stop doing that.:roll:
