When should I recruit Arcade Ganon so I can sell him to Caesar? - In Fallout New Vegas

I'm doing a legion playthrough and I wanted to sell Arcade to Caesar. by the time I went to recruit him I was accepted by the legion so he declined the offer. By this point I had done 2 faction recruitment quests for the legion and destroyed Helios 1 and the monorail. Im not going to reload just to sell Arcade into slavery, but I was just wondering when I should recruit him for next time.

Someone's gotta keep Caesar alive. I ended up killing him when he rejected the offer.

Nobody knows the answer to this timeless question. I don't think anybody has even attempted to make a walkthrough for this 14 year old game. I'm not sure anyone has even actually ever beaten it.

So I forget, can you do his quest, get the power armor, and then sell him? If so do that.
