I've heard this song for the first time in an old Soviet cartoon which was made in 1984.

French electronic music band Space (late 1970s). It was very popular in the USSR. They even went on concert tours around the Soviet Union.
Its founder, Didier Marouani, frequently performs on retro music festivals in Russia.

Inspired by Space (or independently, I don't know exactly), some guys (and one gal) in the Latvian Soviet Socialist Republic decided to make their own such band in 1979. It was called "Zodiac". It was also very popular in the Soviet Union.
Just like Didier Marouani, Zodiac can also be frequently found performing at retro music festivals in Russia. Pretty much everyone in Latvia have forgotten them (there was nothing good during the horrible Soviet occupation, duh!), but nostalgic Russians haven't.
A vinyl of one of their albums, "Music in the Universe", is lying somewhere at my grandparents' place.
