The character Joe wants Brandt to cosplay is Killua Zoldyck, an 11-year-old boy from the anime Hunter X Hunter. The character in the above gif (and several other stickers in Joe's chat) is Hisoka, also a character from Hunter X Hunter. Hisoka is a psychopathic serial killer and pedophile who is explicitly attracted to Killua and Gon (another 11-year-old male character).
