It's a practical matter. If prisoners could vote, where should their vote count? In the constituency they were originally enrolled in or the location of the prison? The former has them influencing a place they might not see for years, the later competes with the votes of the people near the prison.Also, preventing the incarcerated from voting potentially creates a perverse incentive to criminalize certain opinions, wouldn't you say?

Any legal citizen over the military enlistment age who can pass the same citizenship test we require of immigrants should be allowed to vote. That will lead to a lot of idiots voting against their interests, your interests, and common sense, but tough shit. Our current President has the blood of a half-million dead Iraqi civilians on his hands and cheered for every US war and invasion from the last 50 years. It does. That's why if you aren't 25 and want to rent a car, you get slapped with an extra fee. The human brain physically does not fully develop its ability to perceive patterns until around the age of 25. I can fully confirm this from personal experience.I disagree with any attempt to limit the franchise. Everyone has a stake in how their society is governed, and everyone should thus have the right to influence it.
The commonly raised problem of low information voters and bad governance isn't that there is a class of people who shouldn't be allowed to vote, but that society has clearly failed these people with respect to education; especially as it revolves around civics. Improve education, especially from a young age, and these problems would markedly improve.
People often suggest that 18-year-olds aren't mature enough to vote, but does the evidence actually support this? Research has shown that older voters are more susceptible to misinformation, and when you look at how old people do tend to vote, the received wisdom that being older means being wiser suddenly looks to be on very shaky ground.
