Countries SHOULD have different policies, tailored to their own country. What works in a small, homogenous country like Iceland won’t work in a sprawling favela. Rich or poor countries don’t react the same, but even dirt poor countries have stopped Ebola outbreaks with simple techniques suited to their conditions.
