Why can't I quote or reply to certain comments?

Some comments have the quote and reply buttons disabled, for seemingly no reason. The only conclusion i can come up with is that some people are sensitive little babies and you can't quote anyone who blocks you.

...oh. I swear i've seen quotable comments that were longer then unquotable comments, but the highlight function looks like it works fine. usually I only wanted to quote a paragraph anyways.
