why cant the LA people just use water from the ocean with a huge hose to put out the fire???????????

They are using saltwater from the ocean to fight the LA fires, since that's what I assume you're talking about. But it's use is limited to heli scoops, because using it with any other firefighting equipment (e.g. pump apparatus, hoses, reticulated hydrant systems) will cause those systems to break down because, ya know, it's salt water.

A secondary issue is that any area doused with salt water is not going to grow anything for many years afterwards. This is fine if you want a desert and another dustbowl, not so great for the non-urbal areas that are on fire.
