Why does every website use an eye searing bright background by default?

Sorry buddy, nothing personal.
White backgrounds are superior for reading, especially long passages of text which is especially useful for a site like this where posts can be fairly comprehensive. Dark backgrounds make your eyes drowsier, and make it harder to sustain focus.
 
Maybe it's because paper has a light background. Also, back in the Web 1.0 days, Maddox described bright backgrounds on screens as "staring into a lightbulb" or something like that.

And maybe it's because the original Macintosh used a light background, and copying Apple is "hip"...
