The reason it isn't as funny when it happens to women is simple - Women have literal 8lb hams slam out of their crotches at regular intervals during their breedable lifespan. It makes no sense whatsoever to make that area as sensitive as testicles. Yeah, it doesn't feel good to have a kick in the clam, but we aren't going to vomit over it with as little force as required for men in the same position.

Also too, women just aren't as sensitive there. I've been kicked in the groin and it hurt, certainly, but it wasn't half as painful as a bloke makes a groin shot out to be. I just went, "Ow, you bitch," and kicked back.

A direct strike to the clit would definitely be painful, but the labia are literally spare tissue designed to stretch and tear when a baby passes out of the birth canal. There's certainly pain receptors in them, but they're surprisingly insensitive overal.
