It's pretty simple. Bodies like the EU and the UN need goals for "improving" to justify their existence, while also using those goals to funnel money to their own pockets. And Africa for them is the gift that keeps on giving. Africa will never become a decent plact to live in short of mass genocide, and so those organizations can endlessly funnel resources there (and their own pockets) while telling everyone how righteous this goal is and why it's extremely important for people to abandon their money, rights and heritage.
