Are we talking about actual Nazi Nazis? (Because the anime-people were more bushido than anime back then? Because they were on the opposite side of the world and were one of the few countries they *weren't* at war with?)

"fascists like anime" is too general to be true, but "constantly online zoomer fascists'like anime" is true

- anime is increasingly popular to younger generations not just "fascists".
- anime and fascists are large internet communities with relatively little infighting
- media coverage on fascism is almost entirely on these internet fascists rather than irl fascists
- older traditional fascists don't watch anime but younger internet fascists do watch anime

Most people who use the word "fascist" use it devoid of any particular meaning or real definition. What it effectively means today is a label put on anyone who questions the neoliberal world order and political status quo. It doesn't reflect belief in any particular economic or political system to speak of. The most it usually amounts to is a belief in nationalism but sometimes not even that.
Non-ironically, its the popular culture of the west (the US and europe in particular) that is actually fascist. Popular culture is controlled, curated and gatekept by massive corporations who in exchange for legal monopoly positions in the economy, work in direct partnership with the government. And expressions of that culture are inevitably bland, conformist and uninteresting.
Just about every form of expression or creative medium in the west is dead. There is a still a legacy of older works out there that make up the western canon, but the west has not produced much of anything of value in perhaps 60 years. The only things that end up being successful are things that mine that past.
The part of Japanese anime culture that has the most direct appeal to fascists is the anime culture's treatment of war. Japanese culture allows concept of a war where there can be two sides with good people fighting on each. That sort of thing is utterly impossible in the west because PUNCH NAZIs. War in the west since 1945 has to be portrayed as a moral crusade of an absolute good side versus an absolutely evil side....a nazi side. Every American conflict is spun as a war to stop genocide and defeat New Hitler. American culture simply doesn't allow for the nuances that Japanese anime allows for in politics. It doesn't allow for moral questions to be raised on both sides in a conflict. And in that way, anime can appeal to both those called "fascists" and people who are looking for more depth in political stories than "PUNCH NAZI".
And the supposedly most "fascist" anime ironically often contains better critiques of fascism as a system than anything that can be found in the west.
I'm not at all saying that Anime is some idealized art form because its not. Alot of it is trash or repetitive or just dumb. But its appeal to many is that "its all we have". The cultural stagnation of the west and the stranglehold that neoliberal political ideas have within the culture create a desire for things that are outside of it.
If it wasn't anime, it would be something else.
 
The internet is taboo breaking machine. Given an internet user that constantly searches for things on the web, there is a non zero chance of him encountering some sort of content that produces a disgust reaction. If this user continues surfing the web, there is a non zero chance of him encountering the same content again. Repeat this enough times and you have classical conditioning, the disgust reaction is no more, the user tolerates the media, the process through which he might deny adherence to said media is no longer one rooted on physiology, but on rationality, it doesn't take much for rationality to be broken down after that, if you add positive reinforcement, such as social validation in le wiki farms or in le epic 4chins secret club it is almost guaranteed you will develop some sort of tolerance if not outright acceptance and preference (the opposite is possible too). This principle is aplicable to anything, politics, anime, and video games.
You can take this one step further and say that, given an individual that has been modified like this, the necessary process to break his taboos on any other subjects are not as hard, if his intrinsic defenses against deviant behaviour in one topic have been disabled, there are pathways through which new deviant behaviour might be imprinted "if the weird japanese cartoons are good, maybe the fringe opinions of the people that like japanese cartoons might be good, too".
