Why FBI instead of the Marshal Service?

I had this idea a while back, and Tucker Carlson recently brought the same thing up on TV.
We already have a Marshal Service for the enforcement of Federal laws. It could have just been expanded with more Marshals and investigative teams. Instead, the US set up the FBI, under famed crook J. Edgar Hoover. Why bother setting up a completely new and redundant agency? The suspicion has been that an established institution (the Marshals) would be more difficult to corrupt than one newly created.
