Here's a tip for anyone looking for the source: if it's artwork and not a still frame from an anime and Google images doesn't give you anything helpful, use https://saucenao.com/. If Saucenao doesn't give anything, it's because the image is too small. Use google image search and you'll probably find a bigger version of the image which will work with Saucenao. If that still doesn't work then that means it wasn't uploaded to any major art sharing website and the artist is probably unknown.

If it's a still frame of an anime, you can try https://trace.moe/, but our AI powered anime identification technology is lackluster and it's often not helpful.

Most of the best of Scooby Doo was animated by Japanese people so perhaps it was anime all along.
