Why is there no 'food offenders' registry to keep retards from poisoning more people?

Why are people who have proven themselves to be a public health and safety risk not put on some kind of national or international registry that keeps them from getting jobs handling other peoples' food? Why are repeat offenders able to keep getting jobs in restaurants, butcher shops, etc? Repeat offenders shouldn't even be allowed to cook for other people in private homes. These retards are out here causing food poisoning on the reg and killing people.
