Why KCWC and not WCWC?

Not sure why it's bothering me but, where did Chris get the call sign for his made up radio station? None of the ones he'd ever have heard would start with a K. East of the Mississippi 99.9% of the radio stations start with a W. Does that mean CWCville isn't in Virginia?
