Does anyone have an opinion? (My opinion is that most "Top-40ish" stuff isn't very good and is primarily just about selling singles - artist albums may have better content).

If I had to pick one right now, I'd pick Nicki Minaj (for various reasons I'd rather not get into - lyrics and rhymes are terrible, songs are nothing but 3-minute commercials; only appeal is sex/raunchiness, and not in a subtle way).

I've hated pretty much every Top 40 artist since sometime in the 2000's. I fucking hate autotune, I hate shitty weak drum beats, and I've concluded that every popular singer is either a black person or a non-black person trying to sound black.
 
Pretty much any pop singer after the early-mid 2000s, but if i had to pick a specific artists, i’d say Halsey, she’s pretentious af.
 
They all suck, but the ones that are pushed as some kind of moral paragon are the worst.

Mariah Carey now of days. She had talent back in the day.
 
Any generic vaguely attractive person with a decent voice and zero personality who doesn't have anything to do with the music they're performing.
The kind of "artist" who would never do anything without a major label doing it for them.
They get mildly popular for 5 minutes (usually they're the so-called "1 hit wonders") because the label pays for their music (which is designed to be as inoffensive as possible and to capitalize on current trends) to be played on loop on the radio and featured on Spotify and Youtube, then they get replaced by another generic person.
Very often, their songs are just covers of older hits because it's easier than to actually write new songs.
I'm trying to think of some names but they all just blend together, i'm sure you know exactly what I'm talking about.
I used to call that whole sub-industry "filler pop music".

You forgot about the 90's. The 90's were garbage. Garbage was a pretty decent band though.

The 90s gave us my pick, Sheryl Crow. It's not much of a surprise that she spent most of her career as a backup singer/dancer where people could look at her but no one would have to hear her, and it's just as obvious that she must have sucked a lot of cock to land a recording contract. She has a thin, weak voice and that's bad enough, but her singing is hopelessly out of tune and pitch, it's flat and off-key to the point that it causes physical pain to the listener. The missed notes in "Leaving Las Vegas" make dogs howl in agony. I have never heard anyone else sing so badly in a professional context.
