That's really interesting, regarding the ER docs in Canada. In the US it is a state-by-state basis as to whether doctors are required to report your condition.Until late this spring, Yaniv was driving Miriam's car around town and over the border to shop in Washington state. Now, Miriam does the driving.
It appeared that he lost his driving privileges when he began complaining of seizures to ER doctors, who are required by law to report that to drivers' licensing authorities. If doctors later decide a seizure disorder is controlled and a long enough time elapses without another seizure, driving privileges are restored.

Looks like if you want to drive, it is mandatory the seizures be treated with medication until they are under control. JY would probably have to get an official diagnosis for that.
The positive side of this is that JY is going to always have MY around, so it's not like he can drive around and molest kiddos. It's his online behavior that needs to be accounted for. Not being able to drive really limits your independence.
