a glowie or glownigger is a meme from Terry A. Davis, (schizophrenic programmer) who created an operating system called TempleOS. When he wasn't on his meds he was rambling random funny stuff, believing the CIA and government is after him and he thinks that they (the government workers/officials) are glowing in the dark. he also dropped the nigger word alot so i think thats how the glownigger term got created.

Terry never said "glowie" and I don't think he actually used the word "glownigger" either. He said "The CIA niggers glow in the dark", and referred to "CIA niggers":
People have interpreted it metaphorically as saying "the CIA act conspicuously", but he had schizophrenia and probably did hallucinate literally glowing CIA niggers.
