My understanding is not using one with a friend implies you're close enough to someone to not have to (and is thus rude if omitted with someone you don't know or in a professional/serious setting). The two girls are tight as testicles and their roommates go way back, so I assume there's something I'm missing. Is Okayu's use of Koro-san meant to be somehow intentionally sarcastic, like an in-joke or something? Because not using symmetrical honorifics and them clearly being very close is why I'd suggest that, although I don't have another example; it's just my guess. Also, Okayu likes to use a lot of looser, almost gyaru-like language, so it's even weirder from her. It has to be some kind of cultural sarcasm thing, right?
