He's not blaming the community for it being cancelled, he's mad at them because when he told them about how the doctor cancelled the surgery, barely anyone said a peep because the troons don't want to be on the bad side of the only people that butcher them because they want a surgery too or have already had a surgery.

Here's the entire story explained in his point of view. Basically, he kept not wanting to answer questions to the staff and only wanted to speak with the doctor. The doctor and staff didn't want to play his games so they deemed him mentally unfit to do the procedure due to the large amount of "hand holding".
He then tried to go to other doctors and they cancelled on him too, leading to this meltdown.

Could it have been that the butcher was being weirdly domineering because she knew that Ravioli could be easily replaced by thousands of other troons that would follow the usual rules? Could it have been that Rioley was actually a rude bitch to the staff? We probably won't know.
