I've said this before, but it's worth bringing up again. Russell almost assuredly had pull out services, at least, for speech and language pathology. He may have had pull outs for OT/PT (his sausage fingers and orc gait). He may even have had adaptive PE, though I doubt it.
It is possible that the greasy gourd had been mainstreamed with pull outs and/or self-contained--even for part of his day. For one thing, self-contained, even for part of his day, is beneficial for the teacher and support staff to get a gage on where he's at, what he needs both long and short term, as well as giving Russ the chance to socialize with other different kids. Different in different ways...but kids who certainly can both sympathize and empathize in their own way--and make socializing a bit less awkward.
But of course, this is Russell Godfrey Greer. And if you ever worked in therapeutic settings, you'll know that there are shitty personalities in SPEDS, physically and developmentally disabled, accident victims, and mental health sufferers. All stripes. And we already know from his own posts, his shitty books, and what people who knew him posted, he...stands out regardless of what the Greers did or did not do.
