According to their developers, Sablin rework will be coming after Toolbox update. Also, on that note, DuoDex, the developer behind like 80 percent of Toolbox Theory code, revealed that most of it is based off two simple variables and isn't very complex coding. The issue with this? It destroys the narrative that TNO is taking forever to release not because their dev team is bad but because they have so much work to do. It's bullshit. And you know how they repaid DuoDex for all his hard work making something that's actually pretty impressive for a fucking ww2 strategy game modification?
They banned him and made him an unperson on there. No mention of the guy being behind that work.
IIRC they banned him, or at least made it clear that he wasn't welcome back after revealing that tno development is in fact, a shitshow, as we have all known. Anyways, TNO community expansion is actually doing some nice shit, they had some Hoi4 YouTuber show off a dev build of their content for Yugra (that gangster guy in Siberia) and he's a full unifier and all. One of their lead devs said they only have like a dozen or so more events left to write and some gfx. Btw, they only have like 40 devs and most of them don't do anything. There's like 2 coders doing all the real work. So honestly, save all the drama aside, impressive.

The reason it's taking so long is probably just that they're fucking incompetent at actually organizing themselves without some autist like Panzer ordering them around - odds are DuoDex also didn't want to pander to their lefty takes on economics and when he insisted on not making anarchism the wholesome 100 solution to all problems they booted him.
