It's going to be windproof and assuming they do everything right it wouldn't require as much heat insulation as a regular building. Considering the dry climate they could get away with a thinner layer of water insulation as well, but they still need to build a proper roof for the barn.

Buildings for livestock don’t really need any insulation, even in very cold climates. Using earth berms for 3 sides of the building is a reasonable plan if you have machinery to do it, but still gonna need substantial timbers or I beams to hold the roof up, especially if you plan to bury it.
The front range gets huge dumps of snow, hail like golf balls and very high wind at times. That’s what the roof has to be designed to withstand. We’ll see.
