It's entirely possibly that he ordered it from a shop on Etsy, or he did what @snort inquisition said and made the most lazy "costume" ever. But if that's the case, how would anyone but Kat know what he was going to be for Halloween?
There's no way in hell Phil would put a flat color hat that says NINTENDO on it in rotation. A Nazi hat is okay but supporting that "old fashioned stuck up thieving" etc company? As if.
It was informal in that he'd tell us briefly that there was a situation, and to "be on the lookout for shitheads." We'd either already know the general story because back then, people in chat would volunteer information (people whispered me all the time and kept me filled in), or we'd know from detractor content (Madara watches Soma Julius Cruz, for instance). Anyone who didn't already know found other from other mods, not Phil himself. He trusts his mods to feel out naturally what he would or wouldn't want banned from there. If you poked and prodded him on any specific issue, he'd more often get angry at the mod.

He was all over the place yesterday. He said that the info was fake but the breach is real. Then he claimed that the only "theft" and "robbery" that occurred was him having to get a Big Behind-da-Scenes $1500 Lawyer Bill to fix "all the stuff" whatever that meant. Then he claimed that his account was frozen for weeks (from what I remember from the leaks thread it was only frozen for a couple of days) so he couldn't pay his Robust Mature Adult Bills™. Then he claimed that the shithead was trying to perform unauthorized charges and move his money to accounts he didn't recognize. Then he claimed that the reason he got overdrafted and had late fees for some things because his accounts were frozen and/or the shithead performed unauthorized charges, and he implied that this happened multiple times in the past year so how the fuck didn't he notice something was off then? Then he went back to the vague "fucked up stuff was done to me" claim so he can broadly poison the well regarding the info we saw in the leaks and imply that a lot of the spending wasn't his, but it's also vague enough that if he gets confronted about it that he can play his usual DarkSemanticsPhil deboonk game. Then he kept going back and forth between some of those claims.
At this point his rants aren't meant to convince anyone, they serve two purposes, self-soothing enough that he feels he can just move on, memoryhole the issue and have a "fun" and "chill" stream, basically talking yourself calm or rubbing your hands together, etc. The second point is to also soothe the wheelchairs, they're so distractible and simple-minded they don't really need logical or coherent narratives, just enough to feel like Phil deboonked the evil trolls and protected the PRCult from any heresy. Once he says enough words in a sequence that confuses them into a state of swaying tard-comfort they are completely satisfied.
He recently talked about Phil's incident and called him an irrelevant nobody, refusing to even say his name iirc
