I'm not sure, it seems to be contradictory. The interesting thing would be what that barracks type environment is like physically, with inmates mixed with guards. They might even have some source of hot water like a coffee machine, just not hot enough to throw in someone's face and actually harm them.

I already uploaded it here, it's a report produced pursuant to the Prison Rape Elimination Act, where facilities explain what they've done to stop that shit. Search for the term "block" which actually describes the usual living arrangements.
They're mostly described as "multiple occupancy cell-housing units." This apparently describes a living situation where multiple inmates, rather than people in single cells, share space with either direct oversight by officers, or officers actually present in the facilities. Just as an example, "B Block" houses 22 inmates.
The phrase "open-bay dorm-style housing unit" isn't a very useful search phrase by the way. It might just indicate the usual double-bunking jail cell thing with the cells opening into a central area. In any event, this does not describe a high security environment.
There are also multiple single-cell "Segregation Unit" possibilities for Chris, where he could exist in a single cell. We don't know whether that means he has no contact whatsoever with other inmates or whether he does sometimes. It might be in that giant, obtuse document somewhere.

Anyway any morons writing Chris should ask him to describe his actual environment instead of exceptional bullshit that is of no interest to anyone who isn't as autistic as Chris himself.
