At the 1:41 mark he starts talking about his new place.

Where I am living at now the food is great. My only real complaint is they don't serve enough of it because it's so good. I'm going to be left with not a lot of money is cost me $744 a month to do this but it's fully staffed. There is like dorm living in a college. It's coed, the guys with guys, the women with women. There is a lot of people complaining about wanting to leave the place but I like the place because it's so staffed and well organized and apparently they have 6 cupboards full of board games.........

Again he was able to waddle to the mexican restaurant and waddled twice to Twigs. It's very likely he's also been waddling to other places too. Did he waddle to the restaurants wearing his "soft casts" or did he take the casts off and put on his regular shoes.

Starting to have doubts that he's going to make it through winter at Mallon. The reality is setting in that he can't spend hundreds of dollars on impressive meals anymore. Will the cold keep him from parting ways with his new fartbox early? I doubt it. Just days ago, Lucas ate approximately 4.5 months worth of his disposable income in the form of a steak, thus demonstrating the reason he has a payee.

It's been said that when Lucas is unable to feed himself the way he wants to, his time at Mallon will end. He will weigh the merits of having a roof for another winter month, vs. an immediate Clinkderdagger dinner, and he will eat his rent. It was also suggested that as his dissatisfaction with Mallon grows, Lucas will begin to act out in ways that jeopdarize his residency there. He seems mighty dissatsified right now. Is it coming to pass, so soon? Lucas's feet are complicating things. It seems that the dreaded beetus is closer to carrying off his feet than we suspected.

One of the bleak joys of Wernology is the sense that Lucas is awkwardly poised on a precipe, unsteadily balanced over a terrible chasm, and that at any moment things are going to go terribly bad for him. But this seems especially true now. Immobile, broke and miserable, Lucas must be stewing with resentment and sexual anger. I have high hopes for the coming weeks in Wernology.

I think it was Frontier Behavioral Health that place him there to be monitored and medicated so he would not end up back at Calispel for "stabilization".
