Honestly, if I forget everything I know about the streamers and just look purely at the character designs, I'd put Ayame in the top 5 of Hololive easy.
Luckily there are plenty of VTubers out there who are hardworking, dedicated, and also have a cute model and voice. All of whom deserve a ton more success than they currently have.

Heard that it's minimum 3 streams a week, possibly in addition to other requirements.
But remember, she's Gen 2 so it's possible they didn't have solid contracts yet. And also it'd be bad PR to reprimand her publicly in any way. And also she's still bringing in good cash.
