There's a reason you see most large-scale public chimpouts in the
summer. Just look at any protest between November and February: it's usually just a small clump of people shivering as they hold up signs and chant, and the most important person in the crowd isn't the one calling the slogans, it's the guy who filled the trunk of his car with thermos full of coffee or coco

I've seen protests in wi in most of these "nicer" winter types of days, so don't underestimate. Also, it's still fall, there hasn't been a huge significant snow dump yet so walkways are walkable and not any ice right now.
I haven't checked the forecast for this week and weekend but, definitely expect protesters. Blizzard may deter it's size tho, but that looks unlikely. It's the cold fall rain and breezy wind that chills to the bone this time of year. Most of the leaves are off the trees, everything is looking dark and bare, and the first blizzard or snowfall is considered pretty, so more walkers. And usually this time of year is "Big Snow Little Snow."
I've also seen some factory unions strike in blizzards in Wi but I think that's unique to union protests and not so much political ones. And they have like warmup tents/canopies.

Fun wi weather factoid: Big Snow Little Snow, Little Snow Big Snow.
Big flakes = not much accumulation ("little snow" generally not as long lasting, shorter.
Small flakes"little snow" = more accumulation ("big snow") generally lasts longer, lots of accumulation
"big snow", ie blizzard or snowstorm.
Blizzards are white out, lots of wind (usually,but not always,can be just very long snow with lots of snow dump and over in a a few hours) lots accumulation, b
Snow storm is more mild, has thunder/lightning (but u won't see it really, except clouds lighting up, complete overcast ),
*and is often accompanied by rain or sleet or frozen rain (all of those are different). Sleet is slippery and annoying, it's a midway between the big and small snow thing honestly.
Freezing Rain is fucking awful. So not likely to see any protesters in that.
