It's already happening. I know that in the more feral areas of Chicago ethnic gangs patrolled the streets during the riots, and were much more effective at stopping any property damage than the police force. I doubt any of this would have been tolerating during the mob's heyday; can't get paid protection money if the business is burned down by a bunch of nignogs. Not saying that I see either of those situations as the ideal, but it just goes to show that modern police forces/the justice system are so terrible at this point that they're outcompeted in terms of efficacy by actual gangsters. Big Tony may bend you over a barrel for protection money but he's not going to do anything except pat you on the back if you shoot an arsonist from another neighborhood. If cops can't be bothered to stop a mob from burning the city down, but they can arrest you for obviously defending yourself from the mob, it can't get much worse than that.
