Usually it's municipal workers who put up the barriers. Sometimes fire department or police. As for police at the barriers, if the barriers are put up at usually busy intersections there will probably be a cop there. The city will just put the barriers up at side streets that aren't so heavily traveled and there won't be a cop at those barriers.

Police departments aren't huge in these midsized cities under 100,000 population, they don't have the manpower to have a cop at every blocked off street and do all the other crowd control and stuff for the event + keep patrolling the rest of the city (although they might get additional officers from the state police or neighboring departments to help with the event)

Earlier in the thread, someone noted that this road starts at some point as a wide 4 lane street that eventually narrows down into the narrow 2 lanes. Depending on the parade route and cordon locations, 1 cruiser might not have been sufficient to block the entire road completely.

You also have to think that this is a police department with only 330 officers in total. A small town, and duty at a Christmas parade. They probably weren't even thinking about the possibility of a deliberate ramming attack, and were more concerned with making sure someone doesn't accidentally find themselves in the middle of the parade while trying to drive to the grocery store. So, their purpose was more to be a 'road closed' warning, and possible "hey, you can't shortcut through here" with the threat of legal deterrence. They weren't expecting the need to set up a military-style checkpoint to prevent a terrorist attack. But I guess they'll know that for next time, unfortunately.

In a lot of large cities, they'll oftentimes use the cities garbage trucks as portable big roadblock barriers to block possible ram attack approaches when there are outdoor events that have a large crowd. I guess Waukesha learned a hard lesson in what a vile world we live in.
